Allow overflow:visible for HTML Templates

HTML templates force you to choose between hidden or scroll:

I'd like to use overflow:visible so I can expand content to overlap its parent component. My use case is a workaround to older feature requests here and here .

Basically, by being able to overflow parent containers we can create tooltip boxes when hovering over some text-related HTML template:

HTML:

<div class="container">
  <div id="tooltip" style="position:relative;display:inline-block;">
    Some Headline
    <span id="tooltip-text" style="visibility: hidden;position:absolute;z-index:1;">Some explanantion</span>
  </div>
</div>

JS:

var tooltip = document.getElementById("tooltip");
var text = document.getElementById("tooltip-text");
tooltip.addEventListener("mouseover", function(){text.style.visibility = "visible"});
tooltip.addEventListener("mouseout", function(){text.style.visibility = "hidden"});

This would allow us to create our own Headlines with tooltips to keep the Dashboard clean.
