Power Metrics Table Comparison should be using AND logic instead of OR.

Right now in the Power Metrics table, we can only compare by percentage/value change/previous value. It should be possible to compare all of them at the same time, then we would have a table like this:
| current value | previous value | change by value | change by percentage |
